The Romanian government has made efforts in the past decade to reform the system of care for disabled people.

Community living is based on is based upon the Romanian government’s National Disability Strategy. Community Living in Romania is also based on The UN Convention on the Rights of Persons with Disabilities which is to be finalized prior to the end of 2006 also provides a basis for a community living strategy. All EU members will be expected to ratify the convention and will be legally bound by its terms.
