MAJOR BREAKTHROUGH FOR THE INCLUSION MOVEMENT: Chair calls recognition of families in UN Convention a fundamental concept

Thursday February 2, 2006, marked the first significant discussion of States Parties negotiating the UN Convention on Disability regarding the inclusion of a statement in the preamble in regards to families.
Inclusion International is extremely pleased with the level of support for including families in the UN Convention. The International Disability Caucus agreed on a position supporting the inclusion of a preambular statement on disability. Further, the plenary discussions affirmed that there is broad support amongst States Parties to secure a reference to families within the preamble of the UN Convention.

While specific language has not yet been decided, many States Parties expressed their support of a US sponsored proposal that reads as follows:

Convinced that the family, as the fundamental group of society, should receive support, information, and services to enable it to contribute toward the full and equal enjoyment of the rights of persons with disabilities;

In wrapping up discussions on the preamble the Chair, Ambassador Don McKay of New Zealand, signaled his support for the inclusion of families and his belief that States Parties would be able to work together to find language to support this “quite fundamental concept”. It is expected that the issue will be resolved at the 8th Ad Hoc session in August 2006.

Inclusion International will continue to work with States Parties to find appropriate wording.
